AGPO registration in Kenya: what it is and how to prepare

Reviewed 2026-10-23. General information, not legal advice: always follow the tender document and the official government sources.

What AGPO is

AGPO stands for Access to Government Procurement Opportunities. It is a government programme that reserves a share of public procurement for businesses owned by youth, women and persons with disabilities, so that these groups can compete for tenders more fairly. Reserved tenders say so in the notice.

Who can register

The programme is for registered businesses where the owners are from the targeted groups. The exact definitions, the share reserved and the rules are set by the government, so read the official guidance before you apply.

What to prepare

You normally need your business to be properly registered and tax compliant before you apply. Gather these early:

  • Certificate of registration of your business or company
  • KRA PIN certificate
  • A valid tax compliance certificate
  • National ID or other identity documents of the owners
  • Proof of the group you are applying under (for example a disability certificate, where relevant)

How to apply

Registration is done through the government's official AGPO channel. Always use the official government portal and be careful of anyone asking you to pay for "fast" or "guaranteed" registration. Check the current steps and requirements on the National Treasury and public procurement authority websites.

Using it once you are registered

Look for tenders marked as reserved for youth, women or persons with disabilities. You still have to meet the technical requirements and submit a complete bid. Keep your certificate valid: an expired one can disqualify you.
